Carrying the vast majority of transoceanic data, these underwater networks form the physical backbone of the global internet. However, this critical infrastructure faces mounting risks, ranging from accidental severing by commercial fishing anchors and natural disasters to coordinated espionage, tapping, and sabotage by state actors. Understanding the physical, technological, and geopolitical strategies required to secure the deep-sea arteries of our modern world has become a pressing national security challenge for states of all sizes.
