Over the course of a dynamic two-day crisis simulation, policymakers, analysts, and international security students gathered at George Washington University to immerse themselves in Kazakhstan 2030: Shadow Over the Steppe.

The wargame dropped participants into a complex, fast-moving geopolitical crisis set in the year 2030, triggered by the sudden death of Kazakhstan’s president. With no clear successor and national institutions under immense strain, players were forced to navigate a volatile landscape of domestic fragmentation, intense elite rivalries, and imminent external intervention.

Gameplay & Factions

Participants were split into specialized teams managed by James Polak, YPFP’s Director of Wargaming. Players stepped into the high-stakes roles of:

• Kazakh Political and Security Factions: Balancing fragile domestic institutions against internal rivals trying to seize a sudden power vacuum.

• Key External Actors: Representatives from Russia, China, and the United States, each working to protect their unique strategic and economic interests in Central Asia.

Throughout the intense two-day exercise, teams had to manage shifting alliances, navigate heavily compromised or uncertain information, and deploy creative tools of statecraft to steer the region’s trajectory.

Key Themes Explored

The wargame successfully put a spotlight on the critical strategic challenges of decision-making in a highly volatile region, specifically answering:

• How weak domestic governance and internal elite friction can destabilize Central Asia's largest state.

• The exact hybrid strategies and diplomatic, economic, or security tools external superpowers utilize to assert regional influence.

• The delicate tipping points that dictate whether a sudden leadership vacuum can be peacefully stabilized or if it will inevitably escalate into a wider great-power conflict.
