YPFP Briefings: What is the future of Western arms exports to the Middle East?

As international violent conflict continues to increase, a dilemma haunts Europeans: how to position itself in the international arms trade? Last year, the First Conference of States Parties to the Arms Trade Treaty took place. How is it going to influence European arms exports to the Middle East? Should this Arms Trade Treaty be binding or include punitive mechanisms for non-complying parties as requested by the European Parliament last November? Will the European Common Position on Arms Exports homogenize the way in which states license arms exports? Should states be restricted from selling arms to particular states or regions?

In order to explore these issues YPFP has invited:
- Dr. Sibylle Bauer, Director of SIPRI's Dual-use and Arms Trade Control Programme, SIPRI.
- Ms Sybille Pfaff, Export Control Division, Federal Foreign Office, Berlin
