Background

Analytics and strategy support, a core component of the HR Analytics and Systems Unit (HRSAS)’s work program, are playing an increasingly important role in HR’s emerging positioning as a strategic partner to other VPUs and the World Bank in general. Gathering, analyzing and publishing HR data and facts to inform key discussions on HR and organizational strategy is at the core of the value that the unit is expected to bring.

HRSAS is looking for a Junior Professional Associate (JPA) for the Analytics team; the team’s work program covers the following areas:
- Monitoring & Reporting: Production of quarterly and annual staffing reports, both institutional and customized; tracking, updating and reporting on Key Performance Indicators (KPIs)
- In-depth Analysis: Study of specific topics of operational or strategic importance (recent examples include a Skills Review, Careers of Support Staff, Regionalization of Operations Staff, Diversity Gap Analysis, among others)
- Support to Clients: Continuing collaboration with other HR teams (e.g., Diversity, Partnership Programs, etc.) and consulting-type arrangements with other VPUs through their respective HR teams for analytical services, special studies, scenario building, etc.
- Support to staff survey: Implementation of the WBG biennial employee opinion survey program, including overall scheduling, liaising with external vendor and internal VPU representatives, supporting the Staff Survey Committee on governance issues, reporting out and supporting follow-ups.
- Data Queries: Fulfillment of data query and analytical requests from various sources
- Data Integrity & Infrastructure: Maintenance/enhancement of data integrity, working with partners and data owners to resolve data quality issues and establish a regular maintenance/validation program
- Systems Development and Maintenance: Working in close collaboration with ISG, clients in HR and elsewhere, and HR’s e-HR governance committee, developing, consolidating, and maintaining various data query and reporting systems and tools at both institutional and local levels

The team also provides on-demand analytical support to other areas in the HRSAS work program, including strategic staffing, e-HR and staff support to the VP’s front office. Areas of work envisaged include developing a comprehensive approach to tracking and analyzing entire workforce costs with strong links to budget management, testing of global employment models, etc.

Duties and Accountabilities:

The successful JPA candidate will be an integral part of the Analytics team and will:

- Respond to requests for analytical services, HR data query and reporting
- Produce staffing and other reports; contribute to analytical studies
- On an ongoing basis, provide data quality control/enhancement services
- Provide skills transfer services through training programs for HR colleagues and others
- Assist the Team Leader and the Manager in the delivery of the unit’s work program

Preferred Competencies:

- MA/MS in Human Resources, Management, Business, Statistics, or other related field and at least 2 years of directly relevant technical experience.
- Advanced skills in standard computer applications, including MS Office (especially Excel)
- Experience/skills in the following would be helpful: Peoplesoft, SAP Business Warehouse, SQL Server, Visual Basic, Crystal Reports, statistical software packages, relational databases
- Conceptual, analytical, problem-solving and consulting skills; ability to conduct high quality research and analysis, drawing conclusions, formulating options/recommendations, and presenting results
- Ability to operate sensitively in a multi-cultural environment and build effective working relations with clients and colleagues
- Effective verbal and written communication skills
- Ability to understand and adapt to client needs; ability to gain the confidence of clients and develop trusting relationships
- Sound organizational skills and ability to organize large volumes of work and to set priorities under multiple pressures
- Integrity and discretion in handling sensitive HR information
