Job Description - We are looking for a full-time Program Officer to build on the many successes that we have accomplished to date and to help design and implement grantmaking strategies to advance the Fund’s mission and policy goals. The Program Officer will be based in Ploughshares Fund’s Washington, DC office, and report to the Program Director, who is based in San Francisco, CA. The role will be that of a grantmaker who also collaborates with operational staff in the Washington office.

Job Responsibilities

  • In coordination with Program Director and other colleagues, design and implement grantmaking strategies to advance Ploughshares Fund’s policy goals;

  • Review letters of inquiry, discretionary grant requests and grant proposals, and work directly with grant seekers and grantees to develop projects that further Ploughshares Fund’s core mission;

  • Prospect for new grantees with specific expertise or skill sets that enhance Ploughshares Fund’s grantmaking strategies; 

  • Conduct due diligence on proposals, including conducting independent research and consulting with experts in the field to evaluate proposed projects; make recommendations on whether specific proposals should be approved or declined;

  • Prepare written and oral recommendations for the Board of Directors;

  • Assist the Program Director with tracking and evaluation of grantees and projects, and work closely with grantees, as appropriate, to oversee project implementation;

  • Track grant and program expenditures; assist with design of the annual grantmaking budget; and ensure compliance with all legal limitations on lobbying expenditures;

  • Prepare reports articulating grantmaking strategy and analyzing the impact of investments;

  • Remain current on issues and trends in international security and Ploughshares Fund’s specific priority areas;

  • Represent Ploughshares Fund at public events, donor and strategy meetings, briefings and conferences, and work collaboratively with community and foundation partners;

  • Assist with non-grantmaking activities such as program development, budget, board meeting and briefing preparation, strategic planning, as needed.

Job Qualifications

  • At least 4-5 years of professional experience, preferably in a setting related to security policy, international affairs or related topics; role as a grantmaker preferred;

  • Superb communication skills, especially clear, concise and compelling writing ability; ploughshares.org

  • Strong strategic thinking skills, especially an ability to make connections between a program or project and its relationship to Ploughshares Fund’s overall goals;

  • Strong attention to detail, particularly in tracking budgets and ensuring all aspects of grantmaking remain compliant with legal restrictions;

  • Confidence and intellectual heft necessary to work with leading experts in the field and a savvy board of directors, as well as represent Ploughshares Fund at events;

  • Excellent research skills, ability to use internet as a means to research issues, organizations and people;

  • Ability to work with direct supervision as well as independently on project tasks;

  • Bachelor’s degree in international relations or affairs, political science, conflict and/or peace studies or a related field; Master’s degree preferred;

  • Interest in and passion for Ploughshares Fund mission and approach.
