As the situation in Iraq challenges American commitment and Iraqi-U.S. relations begin to strain, one of the most pressing issues is the prospect of political reconciliation among competing Iraqi factions. With mixed assessments of the 'surge' and questions about the quality of international reporting from inside Iraq, assessing this from outside of the country is difficult at best.
