Resident Senior Security and Operations Manager Libya

National Democratic Institute for International Affairs (NDI) seeks a Resident Security and Operations Senior Manager to oversee operations and logistics support to NDI Libya programs. The Resident Security and Operations Senior Manager will be responsible for coordinating security policies and procedures throughout Libya, reporting to the NDI Libya Country Director and coordinating closely with the Director for Global Security and Operations and program support staff in Washington. The position will operate in Tripoli, Libya and will require spending significant time in various locations throughout Libya, as needed.
Since 2011, NDI has been implementing programs to support Libya’s political transition, with support from the U.S. and European donor agencies.
Security-Operate as the point of contact for all security-related issues for the Libya program;-Maintain awareness of the security environment and potential areas of risk for NDI personnel and activities, particularly in Tripoli and Benghazi;
-Develop and maintain a strong network for security information;-Ensure implementation of program security plan, communication protocols, and emergency plans; and recommend specific actions and policies designed to enhance staff security;-Identify, evaluate, and secure necessary security resources including supplies, equipment and training to build capacity of personnel working on the program;
-Maintain and update security and emergency readiness training and awareness of all staff and consultants traveling into Libya;
-Review physical security procedures and practices on an ongoing basis and recommend updates where necessary;
-Oversee and coordinate the procurement of external support services, including private security and medical assistance companies;-Coordinate incident management and emergency response as necessary.
OperationsManage logistics and operations for the Libya program, including:-Transportation and travel for staff and consultants within and to/from Libya, including internal security correspondence and communications;
-Facilitate the obtaining of travel visas and work permits for staff and consultants, as appropriate;
-Identify, evaluate, and secure necessary resources including vehicles and drivers, lodging and meeting spaces, etc. to support staff working on the program in Libya or in the region for the Libya program;-Manage the shipping, transport, and storage of equipment and supplies to Libya;-Supervise, in consultation with the country director, the national logistics and operations personnel in Tripoli and Benghazi;-Oversee management of technology and communications equipment;-Build and maintain good working relations with suppliers and vendors in Libya; and,-Ensure effective financial management over relevant security- and operations-related activities.
-Bachelor degree in issues related to international relations, business administration, or international development, or equivalent years of relevant
experience required.-Minimum of ten (10) years in NGO, humanitarian and/or economic development work overseas.-Proven ability and experience managing logistics teams.-Experience working in post-conflict environments and/or countries undergoing political transitions required.-Experience managing and implementing logistics, operations, and security systems.-Experience managing and implementing programs related to international development activities a plus.-Commitment and demonstrated skills to build national staff capacity in areas of logistics, operations, and security.
-Cultural sensitivity in working with a multinational office staff.-Detail oriented, highly flexible and strong organizational skills.-Strong verbal and written communication skills.-Entrepreneurial-minded, self-motivated, and goal/deadline-oriented.-Experience with word processing and spreadsheet software (Microsoft Word and Excel preferred).-Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.-Experience with budget management and ability to prepare timely, complete, and accurate reports.-Arabic language skills desirable, but not required.
