Resident Program Manager – Policy Development Morocco

The Institute brings together individuals and groups to share ideas, knowledge, experiences and expertise that can be adapted to the needs of individual countries. Position DescriptionThe National Democratic Institute for International Affairs (NDI) is seeking a qualified individual to manage the implementation of political party strengthening programs in Morocco. This position is based in Rabat, with travel throughout Morocco as appropriate. The Resident Program Manager (PM) will report to NDI’s Resident Director in Morocco. Roles and Responsibilities 

  • Manage the implementation of NDI programs designed to strengthen Moroccan political parties through training and consultation in policy development
  • Work with political party partners to adopt more open and inclusive policy development processes that reflect citizens’ expectations
  • Guide and mentor partners through the policy development cycle, including
  • Identifying and consulting stakeholders
  • Incorporating citizen and civil society input into the drafting of policy papers; and establishing internal party units for research and policy working groups inclusive of women and youth
  • Recruit and guide outside experts to provide specialized technical assistance to parties as needed
  • Establish and maintain close working relationships with key partners in political parties, government, and the donor community
  • Provide day-to-day management, oversight, and mentoring of local program staff
  • Collaborate with colleagues in Rabat and Washington to ensure adherence to financial requirements and monitoring and evaluation of program results
  • Ensure program goals are achieved and donor reporting and financial requirements adhered to
  • Draft and submit accurate and timely reports that detail program activities, monitor and evaluate program results and provide analysis of political developments.

Eligibility and Requirements 

  • Minimum of eight (8) years of experience working in political parties and/or in implementation of political development programming; particular experience in the Middle East and North Africa preferred
  • Bachelor’s Degree, preferably in international development, political science, or management; graduate degree preferred; additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Ability to communicate skills and experience to others and improve partners’ performance as a trainer, advisor, and consultant
  • Experience in supporting political parties, including in: policy development, policy formulation, public opinion research, and internal training programs
  • Experience in implementing programs funded by USG and international donors
  • Demonstrated ability to conduct and apply political analysis to program activities, and adjust activities in response to changing circumstances or needs articulated by local partners
  • Excellent managerial, interpersonal, and networking skills and ability to conductprofessional relationships in a multi-cultural environment, including with senior political leaders and members of the donor and diplomatic community
  • Proven capacity to meet program goals while managing financial and administrative responsibilities
  • Experience in results-oriented program design, strategic planning, andprogram evaluation preferred
  • Superior oral and written communication skills in English; additional fluency in French and/or Arabic preferred.
  • Experience working in a non-English-speaking, multicultural work environment and ability to live and work in a challenging political setting
  • Working knowledge of Microsoft Office and Google Drive environments, email technology, and spreadsheets
  • Ability and willingness to travel to regional locations that may be remote and difficult to reach
