Program Manager/Sr. Program Manager for Horn of Africa

Position Description

Roles and Responsibilities 

  • Provides assistance in day-to-day internal management of country specific programs and acts as management focal point in absence of the Regional Director.
  • Responds to NDI country staff inquiries requiring functional or administrative support.
  • Contributes to the planning, design and evaluation of country specific programs in collaboration with in-house experts and advisors.
  • Maintains collaborative relationships with international democratic development organizations, civic organizations in the U.S. and the region, national and international news organizations, political party networks and partners, and NDI’s network of volunteer trainers and experts.
  • Ensures programmatic objectives are achieved, and security, operational and reporting requirements are adhered to.
  • Monitors political events for assigned country’s/programs.
  • Travels to the region (or assigned country) to assess political developments and new opportunities, and evaluates current programs.
  • Develops, implements and/or manages other programmatic and administrative activities as requested by the Regional Director.
  • ​Leads the development of quarterly program reports on program performance and results, in coordination with country staff.
  • Generates reports on political and security developments for the board of directors, executive office, and functional and administrative teams, as requested by the Regional Director.
  • Ensures regular activity reports are provided by staff and consultants.
  • Communicates regularly with country staff and administrative and functional teams.
  • Leads and participates in staff meetings and presents weekly program updates.
  • Serves as NDI representatives at local and international conferences and meeting and assists with NDI's public outreach
  • Monitors assigned program/country’s annual budget; provides a full, accurate and timely accounting of all funds.
  • Supervises preparations of program budgets; ensure activity and trip budgets are prepared accurately and within the approved program budget.
  • Tracks program expenses to ensure that the program activities remain within budget.
  • Supports budget modifications and expenses when necessary, and apprise relevant donors when changes are required to the program budgets.

Eligibility and Requirements 

  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers;
  • Excellent oral communications skills to effectively present information, respond to questions and negotiate;
  • Conversational; foreign language ability applicable to region preferred;
  • Competency in one or more areas of NDI’s functional programs, in addition to a highly developed knowledge of the assigned region’s political environment and people;
  • Analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts;
  • Strong writing skills, clear and persuasive and experienced enough to edit all types of team documents;
  • Functional network of significant contacts and political leaders;
  • Ability to manage, lead, inspire and motivate staff where results are clearly beneficial;
  • Experience in program design and how to strategize; 
  • Working knowledge of PC-based word processing and spreadsheet applications;
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired;
  • Seasoned budget and accounting skills;
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach.
  • Bachelor’s Degree, preferably in International Relations or related subject; graduate degree desired
  • Minimum of eight (8) years relevant work experience for the Program Manager level position, ten (10) years of relevant work experience for the Senior Program Manager level position in international development, community organizing, political campaigns, organizational development, legislative affairs, or impressive experience at NDI. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis.
  • Living or working experience in the South and East Africa region.
