The U.S. Intelligence Community – A Tool Set for Success or an Anachronism in the Modern Age?

The recent resignation of Dennis Blair from the Director of National Intelligence has raised anew questions about the structure of the U.S. intelligence community. Is the DNI position fundamentally flawed? Is the current structure the best way to keep America safe: should we centralize intelligence further or even decentralize? Do we even still need all the different agencies?

Lieutenant General Patrick Hughes (Ret.) served in the government as assistant secretary for information analysis at the Department of Homeland Security (DHS) from November 17, 2003 until March 15, 2005. During this period he began initial operations of the DHS intelligence support system. From October 1, 1999 until November 16, 2003 he was the president of PMH Enterprises LLC, a private consulting firm specializing in intelligence, national security and international relations. He retired from the U.S. Army on  October 1, 1999 after more than 35 years of military service. His last active duty assignment was director, Defense Intelligence Agency (DIA), U.S. Department of Defense, a position he held for three and a half years. Other positions of responsibility included director of intelligence (J-2), Joint Staff; director of intelligence (J-2), U.S. Central Command; commanding general, U.S. Army Intelligence Agency; and commander, 501st Military Intelligence Brigade. He is a Vietnam combat veteran. Lieutenant General Hughes received his Master of Arts in business management from Central Michigan University, is a graduate of the U.S. Army Command & General Staff College and completed a two-year War College Fellowship at the School of Advanced Military Studies. He has received honorary doctorates from Montana State University (alma mater -- business), and the Joint Military Intelligence College (strategic intelligence). He began work at L-3 Communications on April 1, 2005.
