David M. Abshire is President of the Center for the Study of the Presidency (CSP) in Washington, D.C. He also is the President of the Richard Lounsbery Foundation of New York, which gives grants in the fields of science and education and Vice Chairman of the Board of the Center for Strategic and International Studies (CSIS) in Washington, D.C., which he co-founded with Admiral Arleigh Burke in 1962, and served as its chief executive for many years. In 2002, he led in the establishment of the Abshire-Inamori Leadership Academy at CSIS. He recently served as one of the four co-convenors of the 2006 Congressionally-mandated Baker-Hamilton Iraq Study Group.

Dr. Chris Fomunyoh is currently senior associate for Africa and regional director for Central and West Africa at NDI. He has organized and advised international election observation missions to Benin, Cameroon, the Central Africa Republic, Côte d'Ivoire, Ethiopia, Ghana, Madagascar, Mali and Nigeria. He has also designed and supervised country specific democracy support programs with civic organizations, political parties and legislative bodies in Benin, Côte d'Ivoire, Ghana, Guinea, Conakry, Liberia, Mali, Madagascar, Niger, Nigeria, The Gambia, Senegal and Togo. In the course of his work, Dr. Fomunyoh interacts regularly with heads of state and government, cabinet ministers, elected officials and political and civic leaders.

Event Description:
T. X. Hammes was born in American Falls, Idaho on 31 August 1953. He was commissioned from the U.S. Naval Academy in 1975. In his thirty years in the Marine Corps, he served at all levels in the operating forces to include command of a rifle company, weapons company, intelligence company, infantry battalion and the Chemical Biological Incident Response Force. He participated in stabilization operations in Somalia and Iraq as well as training insurgents in various places.
Colonel Hammes has attended The Basic School, US Army Infantry Officers Advanced Course, Marine Corps Command and Staff College and the Canadian National Defense College. He also spent one year on a Research Fellowship with the Mershon Center for Strategic Studies. His final tour in the Marine Corps was as Senior Military Fellow at the Institute for National Strategic Studies, National Defense University.

Anxiety about trade is on the rise in the United States, and protectionist momentum is building.  Many believe that the Democratic Congress has an opportunity to change the course of US trade policy -- but it's not at all clear what course they should be setting.  From outsourcing, to the trade deficit, to American competitiveness, which concerns about trade are justified and which are overblown?  From wage insurance, to tariffs, to worker retraining programs, which policy measures make the most sense (both economically and electorally) in addressing fears about open markets?  We are delighted to welcome Adam Posen from the Peterson Institute for International Economics and Bruce Stokes of the National Journal for what should be a lively discussion of these critical issues.
