Not only is the ongoing tragedy in Darfur one of the greatest humanitarian disasters of this generation, but it also raises several of the critical questions in US foreign policy today.  What is America's role in stopping and preventing mass atrocities around the world?  What measures, from diplomacy to armed force, are appropriate for confronting these challenges?  What capabilities do the US and the international community need to develop to deal effectively with Darfur  today and similar situations in the future?  And if governments fail to act, what can citizens and non-governmental organizations do in their place?

From Al Qaeda and the Mahdi Army in Iraq, to the Taliban in Afghanistan, to Hezbollah in Lebanon, some of the most challenging opponents facing Western militaries today are non-state actors. How can the United States best approach these opponents, and how should it structure its defense policy in order to more effective deal with them in the future? To discuss this question, we are delighted to have as our guest Jeffrey White, Berrie Defense Fellow at the Washington Institute for Near East Policy, and an expert on the military capabilities of non-state groups in Iraq and the Levant.

Young Professionals in Foreign Policy is seeking applications for several volunteer positions to serve on the YPFP leadership team. In the last two years, YPFP has grown into a dynamic organization with close to 1,000 members; weekly meetings with influential foreign policy leaders and experts; a website with a blog and useful resources for jobs, events, and articles by members; a vibrant branch in London; and a rapidly growing public service program. This exciting progress has only been possible because of the talented and dedicated volunteers in YPFP's leadership. In addition to this progress, further internal development and new staff are crucial to meeting the growing demands of the organization. Lincoln P. Bloomfield, Jr. served as Assistant Secretary of State for Political-Military Affairs from 2001 until 2005. In 12 years of prior government service, Mr. Bloomfield served as Deputy Assistant Secretary of State for Near Eastern Affairs (1992-93); Deputy Assistant to the Vice President for National Security Affairs (1991-92); Member, U.S. Delegation to Philippine Base Negotiations (1990-91); Member, U.S. Water Mediation in the Middle East (1989-90); and Principal Deputy Assistant Secretary of Defense for International Security Affairs (1988-89), among other positions in the Department of Defense and the Congressional Research Service of the Library of Congress.

Michèle Flournoy was appointed President of the Center for a New American Security (CNAS) in January 2007, a venture dedicated to advancing a strong, centrist national security strategy.  Prior to co-founding CNAS, she was a Senior Adviser at the Center for Strategic and International Studies, where she worked on a broad range of defense policy and international security issues. Previously, she was a distinguished research professor at the Institute for National Strategic Studies at the National Defense University (NDU), where she founded and led the university’s Quadrennial Defense Review (QDR) working group, which was chartered by the chairman of the Joint Chiefs of Staff to develop intellectual capital in preparation for the Department of Defense’s 2001 QDR.

David M. Abshire is President of the Center for the Study of the Presidency (CSP) in Washington, D.C. He also is the President of the Richard Lounsbery Foundation of New York, which gives grants in the fields of science and education and Vice Chairman of the Board of the Center for Strategic and International Studies (CSIS) in Washington, D.C., which he co-founded with Admiral Arleigh Burke in 1962, and served as its chief executive for many years. In 2002, he led in the establishment of the Abshire-Inamori Leadership Academy at CSIS. He recently served as one of the four co-convenors of the 2006 Congressionally-mandated Baker-Hamilton Iraq Study Group.
