Africa DG and Defense Policy DG: AFRICOM: Structure, Challenges, and Opportunities
African states face a diverse set of unique security challenges including food crises, terrorism, and maritime security. How can these challenges be addressed and what role should the U.S. play, if any? How will the establishment of U.S. AFRICOM affect American policy in Africa? What are the African perspectives on the future role of the command on the continent?

Development Policy DG and Middle East DG: Economic Development and the Legitimacy of Islamist Groups in the Middle East
A century ago, destinations such as Qatar, Kuwait, Bahrain, and Dubai were tiny fishing ports, imperial fuelling stations, or Bedouin encampments; today, they are independent states and global financial powerhouses. What business models were employed to achieve this growth and is it sustainable? Yet in other parts of the region, people live in abject poverty. Do economic and social under-development drive support for Islamist groups in the Middle East, and are these groups delivering public services more effectively than governments? If so, what are the political and social implications?

Topic 1: NATO at 60
On its 60th anniversary, NATO enters a world transformed; a new international order, coupled with unique and more ambiguous international threats. This evolution begs the question - what should the role of NATO be in the 21st Century?

Topic 2: Russia and the West
The recent conflict in Georgia and continual energy related disputes within the European context has brought to the fore the issue of a potentially resurgent Russia. How should relations with Russia be managed without returning to the reactionary rhetoric that marked the Cold War era?

Latin America DG and International Trade Policy DG: Hemispheric Politics and Trade Relations

What is the economic outlook for Latin America and how does this connect to prospects for U.S.-Latin American trade relations? What impact will the financial crisis, unstable energy markets, FTAs, and emerging economies have in the region?

Can nuclear energy provide a solution? How do bilateral nuclear cooperation deals affect the Nuclear Proliferation Treaty and non-proliferation writ large? What role does the U.S. play in terms of leadership, technology and security in Asian energy policy and markets? How does the U.S.-India nuclear deal change the dynamic of cooperation and what does this mean for future nuclear aspirants like Iran?
