In the United States, Diplomatic Security personnel protect the Secretary of State and high-ranking foreign dignitaries and officials visiting the United States, investigates passport and visa fraud, and conducts personnel security investigations. Operating from a global platform in 31 U.S. cities and more than 160 foreign countries, DS ensures that America can conduct diplomacy safely and securely. DS plays a vital role in protecting 275 U.S. diplomatic missions and their personnel overseas, securing critical information systems, investigating passport and visa fraud, and fighting the war on terror.

Job Description

As a Program Analyst in the Bureau of Diplomatic Security, you will assist in the development of performance measurements and long- and short-term strategic planning goals. Positions will be filled under the Pathways Recent Graduate Program.

Recent Graduates who have completed a qualifying degree or certification within the previous two years (Veterans precluded by their military service obligation, will have up to six years) may apply. The program duration is one year and upon successful completion of the program requirements, the incumbent may be converted to a term, career or career-conditional position with promotion potential to the GS-13.

Position is in the Excepted Service - Excluded from the Career Transition Program.

The Recent Graduates Program targets recent graduates of trade and vocational schools, community colleges, universities, and other qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion. Veterans who, due to military service, were unable to apply for positions, will have up to two years from their release or discharge from active duty, not to exceed six years after degree and/or certificate completion. Successful applicants will be placed in a one-year career development program.

Job Responsibilities

  • Assists in reviewing procedures and processes of security controls.
  • Drafts correspondence such as congratulatory letters and routine office reports.
  • Performs research to extract pertinent information and to synthesize results in a clear readily usable form.
  • Assists senior analysts in assessing the effectiveness of the program's operations.

Job Requirements

GS-07: I have at least one year of specialized experience, equivalent to the GS-05 grade level in Federal service, that included conducting research and analysis of program proficiency; researching information to recommend changes to organizational policies, procedures and/or workflow; preparing analysis drafts and/or reports to correct inadequate or incorrect procedures; OR I have at least one full year of graduate level education; OR I meet the requirements under the superior academic achievement provision; OR I have a combination of education and specialized experience.  Applicants must possess a percentage of the required specialized experience and a percentage of the required level of education such that, when the percentages of the required education and specialized experience are added together, they equal 100%.
